Reinforced Lithopone is one such development, wherein a copolymer is added to the polymerization reaction to yield Lithopone with an increased weather resistance and an anti-ultraviolet property. In lotions and creams (dermal exposure), it is not a risk for adverse health effects. However, when titanium dioxide is inhalable—as it may be when in powder form—it is considered a possible carcinogen by the International Agency for Research on Cancer.Titanium dioxide nanoparticles do not appear to confer any unique health hazards.

The prices also suffered from falling energy costs and declining freight charges. Further, the rising speculations of a global recession caused manufacturers to participate actively in destocking.

It's also added directly to food; mainly for coloring, but also as a thickener and to keep some powdered food, like confectioner's sugar, from clumping.   

A legal additive in the United States, titanium dioxide is used in everything from food to consumer goods and the U.S. Food and Drug Administration says regulated use of the product as a color additive in food is safe within certain restrictions.
